Senate Bill 22 will change Ohio. In addition to releasing thousands of prisoners early, the bill is proposing changes to the state system. Felony theft will no longer be a theft of $500, but rather a theft of $1,000. Inmates currently receive credit for enrolling in prison programs. They receive one day per month they are enrolled. This will change to five days per month – meaning their ERD date will be much earlier. Less people will go to prison and more inmates will be released from prison. Yet still, some supporters are saying this is “smart on crime.” What? How is reducing prison sentences “smart” on reducing crime? Say you are on your way to the bank to get a money order for your rent. You’ve got $900 in cash in your pocket. Someone approaches you and takes that money. It will just be a misdemeanor? Really? If a person gets sentenced to ten years in prison, how is it safe or productive to have them released a few years before that sentence is up? I agree that some inmates have learned their lesson and will not repeat a crime. However, the statistics show that many released prisoners just end up going back for one reason or another. Why would America’s lawmakers want to put the law abiding citizens at risk?

The prisoners of Illinois have started being released from prison early. The process of releasing these prisoners will continue over several weeks, eventually totaling about one thousand released inmates, which is on the light end if you compare it to the rest of the country. Virginia is another state that is ‘only’ planning on releasing about one thousand prisoners. New York is proposing an early release of sixteen hundred, Kentucky plans on two thousand, and California is going to release about fifty five thousand over the next few years. No, I did not type that wrong. I did not mean fifty five hundred. I meant fifty five thousand. Scary! Also, California is planning on reducing the parole population to further save money for the state. Seventy thousand parolees will soon be let off parole. Ohio’s prison system was built to hold thirty six thousand inmates, but currently holds fifty two thousand. Many states are promising that “only non violent criminals will be released,” but in states like Kentucky, even murderers made the early release list. In addition to letting prisoners out of custody early and reducing parole populations, prisons will be less guarded, as thousands of prison employees are being let go.

In 2002, the United States Department of Justice did a study on 272,111 released prisoners. These convicts came from fifteen different states, and the study followed their arrest records for the three years after their prison releases in 1994. The subjects had been arrested for anything from minor offenses to rape and murder. Over sixty seven percent of these people got arrested again. Most of the time, their new crimes were either a serious misdemeanor or a felony. People who were convicted as ‘property offenders’ were on the top of the list of rearrests, with 73.3 percent. Do you know who Lily Burk is? Well, do you know who Lily Burk was? She was a seventeen year old who was murdered this past summer.
Then there is Charlie Samuel. He was convicted of petty theft and sent to prison. Fort Hood in Texas has had a serious tragedy. Twelve people – ten military personnel and two civilians – are dead and thirty one are injured, due to a shooting this week. The Fort Hood shooting gunman is identified as Major Nidal Malik Hasan, who has since been taken into custody and treated for his wounds. Investigators are still trying to figure out a motive for the shooting in Texas. Right now, the only idea is that Hasan was supposed to be deployed at the end of this month, and he seemed distraught over it.

What do you think about the prisoner early release program that is being initiated throughout the United States? Several states are starting to release prisoners early, due to budget cuts. Some people think this is a great idea. Others disagree. I am one of those people who disagrees. Prisoners that get released early are likely to just mess up again, finding themselves back in the slammer and angering tax payers everywhere. Take convicted burglar, Dennis Berthold, for example. He was released early from Oregon State Correctional Institution due to a thirty percent decrease in his sentence. Two weeks later, where is he? Back in prison! Over four thousand prisoners in Oregon are eligible for a change in their ERD (earliest release date)… meaning that nearly a third of Oregon’s inmates can be let out early. This early release program is opposed by several groups, including prosecutors and crime victim advocates. It is putting fear in the minds of citizens who do not know how to handle the situation. Crime goes up in neighborhoods to which criminals are paroled.” He is concerned for good reason that the safety of the law abiding citizens of California and other states is being put at a substantial risk. Throughout the United States, people are being faced with tough decisions due to the obvious downfall of the economy. Employees are being laid off, as I am sure you are aware. But what you might not know is that some of the employees being laid off are prison employees. Prisons are already overcrowded, so a decrease in prison employees is going to make things even worse! Except, of course, for the fact that states are contemplating (and some already enacting) a prisoner early release program. I have brought this fact up to many of my friends, and I usually get the same response. “Well, yeah… but they are releasing only nonviolent criminals.” Um… not so much. Take Arizona, for example. If the state agencies have to reduce their budgets (it is looking like it is going to be cut by $153 million), violent criminals will be released early, as well as the nonviolent ones. How many? Possibly thousands. Arizona is proposing the early release of thirteen thousand criminals. Have you heard of “mandatory time served” when it comes to prison sentencing? It means that if someone gets sentenced to ten years, they only have to serve, say seven or eight before they are eligible for parole. But now, even the most serious felons in Arizona are benefiting from the budget cut, because the mandatory time served is being reduced to only fifty percent! The director of the Department of Corrections in Arizona said, “Rewriting the criminal code and releasing thousands of prisoners is neither realistic nor in the best interest of public safety. Releasing thousands of prisoners because of the budget deficit will place the public at risk and is akin to turning our back on the law-abiding citizens of Arizona.” (more…)
