The early release of prisoners throughout the United States has shocked some, outraged many and scared even more. Some people think it is a great idea. Take Illinois, for example. The current prison population is between forty five and forty six thousand. The prison system releases prisoners and half of the inmates are taken back before three years is up. If inmates serve their entire sentences and STILL get thrown back in prison, who is to say that convicts who are released early will be wonderful and not commit more crimes as well? Supporters of the prisoners’ early release claim that the released inmates will be monitored by ankle bracelets, and therefore are less likely to commit crimes against people or the community. However, they are failing to realize that even people on electronic monitoring commit crimes. Let’s review that case of Julius Anderson. He was a sex offender and was released from prison. He was forced to wear the ankle bracelet. He committed two brutal rapes and then disappeared on August 7. Twelve days later, his case was assigned to a special agent to look for him. That’s comforting.
States have tried this tactic before. From 1989 to 2003, twenty seven thousand, six hundred sixteen prisoners were released from Illinois prisons and placed on electronic monitoring. Thirty seven percent were soon sent back to prison and nine percent absconded. Sounds like it worked back then. Yes, and eating cake will help you lose weight.

Fort Hood in Texas has had a serious tragedy. Twelve people – ten military personnel and two civilians – are dead and thirty one are injured, due to a shooting this week. The Fort Hood shooting gunman is identified as Major Nidal Malik Hasan, who has since been taken into custody and treated for his wounds. Investigators are still trying to figure out a motive for the shooting in Texas. Right now, the only idea is that Hasan was supposed to be deployed at the end of this month, and he seemed distraught over it.
People get upset over many things and react in different ways. Fort Hood is not the only place that has experienced attacks like this. They can happen anywhere and at anytime. What do you think about the prisoner early release program that is being initiated throughout the United States? Several states are starting to release prisoners early, due to budget cuts. Some people think this is a great idea. Others disagree. I am one of those people who disagrees. Prisoners that get released early are likely to just mess up again, finding themselves back in the slammer and angering tax payers everywhere. Take convicted burglar, Dennis Berthold, for example. He was released early from Oregon State Correctional Institution due to a thirty percent decrease in his sentence. Two weeks later, where is he? Back in prison! Over four thousand prisoners in Oregon are eligible for a change in their ERD (earliest release date)… meaning that nearly a third of Oregon’s inmates can be let out early. This early release program is opposed by several groups, including prosecutors and crime victim advocates. It is putting fear in the minds of citizens who do not know how to handle the situation. Throughout the United States, people are being faced with tough decisions due to the obvious downfall of the economy. Employees are being laid off, as I am sure you are aware. But what you might not know is that some of the employees being laid off are prison employees. Prisons are already overcrowded, so a decrease in prison employees is going to make things even worse! Except, of course, for the fact that states are contemplating (and some already enacting) a prisoner early release program. I have brought this fact up to many of my friends, and I usually get the same response. “Well, yeah… but they are releasing only nonviolent criminals.” Um… not so much. Take Arizona, for example. If the state agencies have to reduce their budgets (it is looking like it is going to be cut by $153 million), violent criminals will be released early, as well as the nonviolent ones. How many? Possibly thousands. Arizona is proposing the early release of thirteen thousand criminals. Have you heard of “mandatory time served” when it comes to prison sentencing? It means that if someone gets sentenced to ten years, they only have to serve, say seven or eight before they are eligible for parole. But now, even the most serious felons in Arizona are benefiting from the budget cut, because the mandatory time served is being reduced to only fifty percent! The director of the Department of Corrections in Arizona said, “Rewriting the criminal code and releasing thousands of prisoners is neither realistic nor in the best interest of public safety. Releasing thousands of prisoners because of the budget deficit will place the public at risk and is akin to turning our back on the law-abiding citizens of Arizona.” (more…)

What is an ERD? ERD stands for Earliest Release Date… the date that a prisoner has finished his or her minimum prison sentence. Minimum sentence will soon be as little as fifty percent of the original sentence. That means if someone gets arrested for a crime against you and gets sentenced to ten years in prison, after five years, they could be free to go. The ERD is changing in many states due to budget cuts and a declining economy in the United States. California, Arizona, Nevada, Kentucky, Michigan, New York and other states are planning on an early release of prisoners to help their states save some cash. Many people are against this prisoner early release program, including judges, law enforcement, state prosecutors and victim advocate groups. They say they are putting the law abiding citizens at risk by putting convicted felons back at arm’s reach. How do you feel about it?
