He was awarded ROR and spent his day breaking and entering into an eighty year old woman’s house, murdering her with a hammer. A man named Robert Foye was in prison for attempting to murder a policeman. He raped a sixteen year old girl on his ROR.
Over the past few years, the number of licenses for ROR have been increasing. In 2008, 11,599 inmates were given this opportunity.
